The City of Stanton (“City”) desires to undertake the preparation of a Full Cost Allocation Plan and a comprehensive review and evaluation of citywide user fees (“Fee Study”). The Scope of Services will include: developing a fully-burdened staff hourly rate, updating the Master Fee Schedule of each department, identifying additional service fees charged by other surrounding cities that are not currently part of the existing Master Fee Schedules, and prepare an impact fee nexus study for the City’s developer impact fees (generally, the “Project” or “Services”). The City is seeking to engage the services of a qualified professional firm experienced in cost recovery to prepare both reports (“Proposer”). The Fee Study shall evaluate General Fund user fees. At the City’s discretion, other funds may be included. The last comprehensive user fee was performed internally by City staff in 2018 for the Master Fee Schedule. The Impact Fee Nexus Studies have not been updated since they were adopted in 2008 (for parks) and 2011 (for streets, traffic signals, community centers, and police facilities.) The Services are anticipated to commence in February 2021. The final reports should be completed by July 2021.
